Previewing May 2022 Rezoning Cases in Henry County

Various local governments in Henry County will consider nine different rezoning cases during the month of May 2022. Several cases will appear before zoning boards — recommending bodies only — whereas, others will go before local elected officials for a final decision. All zoning cases have associated public hearings when members of the public may address the board.

May 2022 Rezoning Cases

Henry County Zoning Advisory Board

The Henry County Zoning Advisory Board (ZAB) meets on the second Thursday of the month. This month, that date falls on May 12. The board meets beginning at 6:30 pm at the county admin building in McDonough.

The board has four rezoning cases on the May docket. Several have a concurrent request to either amend the future land use map (FLUM) or apply for a conservation subdivision.

Rezoning cases are as follows:

  • Brannan Road – Pulte Group, Inc. of Atlanta, GA requests a rezoning from RA (Residential-Agricultural) to R-4 (Single-Family Residence) for property located at 941-1100 Brannan Road in unincorporated Stockbridge. The property consists of 134.31 +/- acres, and the request is for a single-family residential subdivision. (concurrent request for a conservation subdivision and to amend the FLUM)
  • Walker Drive – JTG Holdings, LLC of Atlanta, GA requests a rezoning from RA (Residential-Agricultural) to R-3 (Single-Family Residence) for property located north of Walker Drive and east of Strickland Road in the Luella community. The property consists of 93.61 +/- acres, and the request is for a single-family residential subdivision.
  • Chambers Road – The Reservoir Group, LLC of Madison, GA requests a rezoning from RA (Residential-Agricultural) to R-2 (Single-Family Residence) (Sewer) for property located at 1500 Chambers Road south of Jonesboro Road. The property consists of 40.3 +/- acres, and the request is for a single-family residential subdivision. (concurrent request for a conservation subdivision)
  • SR 42 at SR 138 – Hillpointe, LLC of Atlanta, GA requests a rezoning from C-3 (Highway Commercial) to RM (Multifamily Residential) for property located southeast of the intersection of Georgia 42 and Georgia 138. The property consists of 15.7 +/- acres, and the request is for a multifamily apartment development. (concurrent request to amend the FLUM)

Henry County Board of Commissioners

Staying in unincorporated Henry County, there are three rezoning cases scheduled for the May 17 commissioners meeting. The BOC meets on the third Tuesday of the month also starting at 6:30 pm in McDonough.

The three cases are within about a one-mile radius of each other. They continue a strong trend of development interest in the Jonesboro Road / exit 221 corridor. Cases include the following:

  • Proposed mixed-use development off Jonesboro Road north of Heritage Way. Project consists of townhomes, single-family lots and commercial outparcels. (concurrent request to amend the FLUM)
  • Proposed self-storage commercial building on the south side of Jonesboro Road between Heritage Way and Kelly Road, specifically at 813 Jonesboro Road.
  • Proposed townhome and single-family development at the intersection of Bridges Road and Willow Lane.

Locust Grove City Council

Next, the Locust Grove city council will consider one rezoning case later this month. Sansone Group of St. Louis, MO requests the rezoning of 124 acres for new industrial development. The company is proposing three buildings that total 882,000 square feet of space.

The project is located south of Bethlehem Road next to I-75. It is also immediately adjacent to another industrial request the council denied earlier this year. The council’s denial was later overturned by the mayor’s veto.

The city council meets on Monday, May 16, starting at 6 pm. Meetings occur at the public safety building next to city hall. In addition to the rezoning case, the city will hold several other public hearings. They include the following:

  • Zoning Code amendment – to update the multifamily zoning code within the city following a moratorium to allow for staff revisions. The revisions seek to establish high standards for apartments within the city before any are built. Presently, the city’s only multifamily housing consists of two senior living buildings.
  • Comprehensive Plan amendment – to update the city’s comprehensive plan to reduce the allowable density for multifamily housing. Presently, the city’s comp plan allows up to twenty (20) units per net acre in the vicinity of I-75. The proposed change reduces this to sixteen (16) net units per acre, similar to unincorporated Henry County.
  • NS Logistics South – a variance request to reduce stream buffer requirements, to allow grading in the 25 ft. and 50 ft. undisturbed buffers and paving in the 75 ft. pervious buffer for a proposed 530,000 +/- square foot distribution facility located north of Bethlehem Road.

Stockbridge Planning Commission

Finally, the Stockbridge Planning Commission meets at the end of the month. The planning commission will meet on Thursday, May 26, via zoom. Instructions how to view or participate in the meeting will be on the city website. The commission meeting starts at 6:30 pm.

The planning commission will consider one rezoning case located off state route 138 west of I-75. The 70-acre project proposes apartments and townhomes. There is also space for commercial outparcels.

The applicant, Remi Rose Development, LLC represented by Battle Law, PC, is seeking a rezoning to planned unit development (PUD). Because of the property’s location on state route 138, the city’s parkway mixed-use overlay (PMU) also applies. In addition, the applicant is seeking to amend the city’s future land use map from low-density mixed-use to high-density residential.

Following the planning commission meeting, the Stockbridge city council will consider the case in June. Specifically, the meeting will be on Monday, June 13, starting at 6 pm in-person at city hall.
