New senior apartments denied on Indian Creek Road

David Russell, agent for Beverly J. Searles Foundation of Roswell, GA, has submitted a rezoning request for 21.9 +/- acres located on Indian Creek Road in Locust Grove. The applicant proposes to construct a 238-unit four-story senior housing development.

The Locust Grove city council voted to deny the applicant’s rezoning request at its meeting on October 5. The applicant had asked to withdraw the request prior to the meeting.

The applicant’s request is to rezone the property from R-3 (single-family residential) to PR-5 (urban infill / active adult planned residential). The applicant has also submitted a request for a conditional use permit for a senior housing development within the PR-5 zoning district; that request will be heard immediately following the rezoning.

If approved, the project plans to include indoor amenities such as billiards room, club room, game rooms, theatre, great room, hair salon, and library. Exterior amenities include an outdoor kitchen / grill area, pavilion, resident gardens, koi pond, fire pit, and walking path.

Proposed zoning conditions include extending Palmetto Street through the subject property to Frances Ward Drive. This will connect Frances Ward and Tanger Blvd. The applicant must also improve the intersection of Indian Creek Road and Frances Ward Drive.

The purchase agreement for the property describes the 238 units as phase I with an additional 100 units planned on the northern one-third of the property for phase II. The concept site plan identifies this area marked for future development as being west of the existing pond. At the time of publication, additional information about phase II is not available.

The city of Locust Grove has three existing age-targeted facilities: Shoal Creek Manor, Carleton Cove at Locust Grove Station, and the under-construction Havenwood Grove.
