BOC authorize use of eminent domain for West Village Parkway right of way

Concept photo showing West Village Parkway widening (Henry County photo)Henry County commissioners authorized the use of eminent domain for portions of five parcels as part of the West Village Parkway widening project. The five properties represent the last parcels necessary to complete right of way acquisition with purchase agreements in place for the other thirty-four parcels.

The board approved the property acquisitions as part of their consent agenda at December’s meeting.

The county attorney will now proceed with legal proceeding as necessary to acquire necessary right of way, permanent utility easements, temporary easements, and driveway easements for the project. The largest share of right of way is roughly one-acre with several easements only a few hundred square feet.

West Village Parkway widening

The widening project extends from the Clayton County line to Fairview Road, a distance of one mile. The project is funded through local SPLOST dollars.

In November 2014, Henry County awarded project design to McGee Partners, Inc. in the amount of $378,900. In March 2018, the board approved a resurfacing contract along the road for $321,878.65.

SPLOST IV budgeted $4,238,639 for the project. As of November 2019, remaining funds equal $2,865,766.

SPLOST V budgeted an additional $5,650,000 to fund the project’s construction. The SPLOST V program starts collections in April 2020 with district projects expected to start receiving funds in fall 2021.
