New Details Update: 5 Subdivisions on the March Zoning Meeting

The Henry County Zoning Advisory Board (ZAB) next meets on Thursday, March 13, 2025. Five new subdivisions are on the board’s meeting agenda. This is an update from our original February 20 article.

The county is required to consider all rezoning applications submitted by the property owners. The submittal of an application does not guarantee its approval.

March 2025 Zoning Board

The Henry County ZAB meets at the county admin building in McDonough. The upcoming zoning board meeting on Thursday, March 13, 2025 at 6:30 pm has the following agenda items:

Comprehensive Plan Amendment and Rezoning Request

  • Comprehensive Plan Amendment and Rezoning Request (Marker 1 on the above map)
    Liberty Communities, LLC of Stockbridge, GA is proposing a new residential subdivision, consisting of 151 townhomes and 202 single-family homes for a total of 353 units, on 89 acres. The property is located on Highway 81 West, immediately east of US Highway 19 / 41. It is in commission district 5.

    The builder is requesting the following:
    • 1) to amend the comprehensive plan for 39 acres from Low-Density Mixed Use (0-8 units per acre) and Medium-Density Suburban Residential (0-4 units per acre) to High-Density Suburban Residential (0-8 units per acre).
    • 2) to rezone the property for 89 acres from RA (residential agricultural) to RS (residential suburban).

      Note the rezoning request applies to 89 acres whereas the comp plan amendment applies to 39 acres. A portion of the property has an existing high-density suburban residential category on the future land use map.
  • Comprehensive Plan Amendment and Rezoning Request (Marker 2)
    DR Horton of Conyers, GA is proposing a new residential subdivision, consisting of 98 homes, on 110 acres. The homes would be on individual septic tanks; public sewer service is not available to the property. This also means each home would be on a larger lot. The minimum lot size would be 30,000 square feet, or about two-thirds of an acre. The property is located south of Mount Carmel Road and west of Jones Road. It is in commission district 5.

    The builder is requesting the following:
    • 1) to amend the comprehensive plan from Medium-Density Suburban Residential (0-4 units per acre) to Low-Density Suburban Residential (0-2 units per acre). Note this would be a reduction in the site density.
    • 2) to rezone the property from RA (Residential Agricultural) to R-2 (Single-Family Residence) on septic.

Rezoning Request

  • Rezoning Request (Marker 3)
    Arrowhead Real Estate Partners, LLC of Norcross, GA is proposing a new townhome subdivision with 149 units on 22 acres. The property is located north of State Route 20 / 81 and east of McDonough Parkway. It is in commission district 5.

    The applicant is requesting to rezone the property from C-3 (Highway Commercial) to RM (Residential Multifamily). The project’s net density of 10.62 units per acre is consistent with the property’s designation of “urban residential” on the county’s comp plan. The urban residential category supports development between 4–12 net units per acre.

Rezoning Request and Variance Request

  • Rezoning Request and Variance Request (Marker 4)
    North Ola Land Holdings, LLC of Stockbridge, GA is proposing a mixed-use development on 115 acres with retail space and an age-restricted senior living subdivision. The project contains about 37 acres for retail and restaurant development. The remaining 78 acres, as proposed, would be a senior living subdivision with 234 homes. The property is located at the northwest corner of State Route 81 and North Ola Road. It is in commission district 3.

    The applicant is requesting to rezone from RA (Residential-Agricultural) to MU (Mixed Use). The proposed development is consistent with the “village” category on the future land use map. “The Village Future Land Use designation supports development of single-family residences that match the existing adjacent zonings which will support the surround commercial and mixed uses (Henry County P&Z).”

    The variance request associated with this property has been withdrawn.
  • Rezoning Request and Variance Request
    Tim Broyles of Jackson, GA requests a rezoning from RA (Residential-Agricultural) to C-3 (Highway Commercial) for property at 8 Old South Ola Road. The property consists of 0.543 +/- acres. The request is for a commercial office. District 1

    Tim Broyles of Jackson, GA requests a variance for property at 8 Old South Ola Road. The property consists of 0.543 +/- acres. The request is for relief from Highway Corridor Overlay District and development standards. District 1

Conditional Use Permit

Please note the board of commissioners does not consider conditional use permits, unless there is an appeal of the ZAB’s decision. This is unlike comp plan amendments and rezoning requests which all go to the BOC for a final decision.

  • Conditional Use Permit (Marker 5)
    A1 Home Builders, Inc. of Franklin TN is proposing a conservation subdivision with 50 homes on 144 acres. Each home would be on a minimum of a one-acre lot. The property is located on New Hope Road near Peeksville Road. It is in commission district 1.

    Conservation subdivisions require the applicant to preserve at least 40% of the site as open space, as well as preserve a buffer on the site’s perimeter. The applicant is proposing to preserve 64 acres, or 52% of the site, as open space.
  • Conditional Use Permit
    Angela Hannan of McDonough, GA requests a conditional use for property located at 2063 Panola Road. The property consists of 5.760 +/- acres. The request is for a group home. District 2
