Monday, April 19, promises to be a full slate of meetings across Henry County. There are four meetings scheduled within the county. They include the following:
- Henry County BOC Budget Workshop
- Henry County BOE Monthly Meeting
- McDonough City Council
- Locust Grove City Council
Budget Workshop
Henry County commissioners have their second called meeting to discuss the upcoming FY 2022 budget. The county’s fiscal year begins on July 1 each year. The meeting starts at 9 am.
During the first budget workshop in late March, commissioners discussed a possible increase in property taxes to fund new police officers and firefighters. Discussion on the general fund will continue next week. In addition, the second budget workshop will provide an update on capital projects. The meeting is viewable on the county website or Facebook page.
Budget public hearings are scheduled in May during the board’s regular meetings. They occur on Tuesday, May 4, at 9 am and Tuesday, May 18, at 6:30 pm. Info how to participate will follow closer to the dates.
Board of Education
Henry County Schools has its monthly meeting also scheduled on Monday, April 19. The BOE generally meets on the second Monday of each month, but scheduled the April meeting one week later. This was because of spring break.
The school board has a study session at 4 pm then a business session at 7 pm. Meetings are viewable on the school district website. Note: turn the web browser landscape if viewing on a mobile device to access the video player.
The most notable agenda item is board consideration to adopt the tentative FY 2022 budget. The school board will consider adopting a general fund budget with expenses totaling $414.5 million. By comparison, the FY 2021 budget expends $398.4 million. The FY 2020 budget was $404.6 million.
The board will hold the first of two budget public hearings at 6:30 pm on Monday night. The second public hearing is Monday, May 10, also at 6:30 pm. The school board will consider passing the final budget later that night.
McDonough City Council
Next, the McDonough city council meets on Monday night starting at 6 pm. The council meets at city hall and meetings are open to the public. Social distancing measures, such as wearing masks and limiting the number of audience members, are in effect.
The council will reconsider whether to rezone 107 acres off SR 81 at Lake Dow Road and Travis Drive. The council voted 3-2 to approve the rezoning in March when two members were absent. The motion failed because it did not receive at least four votes in favor.
The city council will also hold a public hearing and vote whether to rezone 36 acres off SR 81 at South Point Blvd. The applicant is proposing a 378-unit apartment complex with five acres set aside for commercial development.

Locust Grove City Council
Finally, the Locust Grove city council meets at 6 pm. Council meetings occur at the public safety building off highway 42. They are open to the public.
Agenda items include a rezoning public hearing. The project seeks to rezone 95.48 +/- acres from R-3 (single-family residential) to M-1 (light industrial). The subject property is located north of Colvin Drive east of the Norfolk Southern railroad. Scannell Properties proposes to build a 1.3 million square foot warehouse.
The property was previously considered for warehouse development in late 2018. Henry County objected to the request before the property was annexed into city limits. The objection delayed the rezoning request for one year.

BOC Tuesday Night
In addition to the meetings on Monday, there’s one more on Tuesday. The board of commissioners will hold their regular meeting on Tuesday night, April 20, at 6:30 pm. Agenda items include the following:
- Consideration to award 80 miles of resurfacing at a cost of $27.4 million
- Public hearings and votes whether to rezone two projects in district two. Both projects propose an apartment complex and commercial space near I-75 exit 221 — one each on Mill Road and Jonesboro Road.
- Public hearing and vote whether to rezone property at 1496 Millers Mill Road. The applicant is proposing a single-family subdivision with 132 lots. The ZAB recommended min. 2,800 square foot homes with a two-car garage.
- Annexation reports on two properties: 91 acres off Turner Church Road owned by McDonough, and 196 acres off SR 42 owned by Norfolk Southern. The requests are for annexation into McDonough and Locust Grove, respectively.
