
In today’s Henry Minutes, I cover updates on three requests for new apartment complexes — projects located on Mill Road, Foster Drive and Travis Drive. Henry Minutes is a collection of news from around Henry County.
Symphony Park
The McDonough city council met on Monday, March 15. They held a public hearing on the proposed Symphony Park residential development. The project — located behind Publix at Lake Dow — proposes up to 499 residential units on 107 acres. Symphony Park includes a mixture of apartments, townhomes and single-family detached housing.
The applicant, Blue River Development of Cumming, GA, first submitted the request in March 2019. During last Monday’s council meeting, the applicant presented several changes from earlier revisions of the project:
- Increased the minimum single-family lot width from fifty (50) feet to sixty (60) feet.
- Removed proposed townhomes from the property line with Sara’s Bend.
- Pledged $100,000 towards traffic improvements at Racetrack Road and Travis Drive.
- Would delay first certificate of occupancy until 4th quarter 2022, and multifamily units until 2023.
Mayor Copeland and council woman Sandra Vincent were absent during the meeting, leaving five members to consider the rezoning request. Mayor Pro Temp Craig Elrod, in whose district the request lies, motioned to approve the rezoning. The motion failed 3–2. Elrod, Kam Varner and Rufus Stewart voted in favor; whereas, councilmen Ben Pruett and Roger Pruitt voted against it.
The motion failed because it did not receive at least four votes. The council did not consider an alternate motion, such as a motion to deny. McDonough may reconsider the request in an upcoming meeting when all council members can be present.

Mill Road apartments
On Thursday, March 25, the zoning advisory board will consider a new request off Mill Road. The applicant, Lennar Multifamily Communities of Atlanta, GA, requests a rezoning from RA (residential agricultural) to MU (mixed use). The property consists of 42.4 +/- acres.
The project proposes to construct 324 apartments on 32.53 +/- acres. In addition, the applicant is preserving 9.87 acres of road frontage for future commercial development.
The project proposes the following:
- Plan to build 324 Class A Luxury apartments along the I-75 boundary of the property. Apartments will consist of three and four-story buildings.
- Gated access into the apartments, with an amenity package. Amenities include, but not limited to, a swimming pool, clubhouse and children’s playground.
The property is located south of Peachtree Peddler’s Flea Market. In January, county commissioners briefly considered the site to build the county aquatic center. They selected Jodeco Road earlier this month.
Following staff review, planning staff are recommending approval with twelve (12) conditions. They include requiring all brick, stone or stucco building exteriors. Proposed conditions also limit the use of the property to resort-style residential, hotel (no extended stay), retail / restaurant and office.
Those wishing to speak during Thursday’s public hearing must sign-up by Wednesday afternoon. The board of commissioners will hear the request at a later date to make a final decision.
Foster Drive apartments
Two weeks ago, the ZAB considered a request off Foster Drive. The project, submitted by Arlington Properties of Birmingham, AL, proposes to construct 260 apartment units. Like the request above, the applicant is applying for rezoning to MU (mixed use).
The zoning advisory board recommended approval of the request. The BOC still has to consider it.
