In today’s Henry Minutes, I cover the board’s approval to update the comprehensive transportation plan (CTP), Stockbridge approved a rezoning request on Brannan Road, and Hampton meets Tuesday night. Henry Minutes is a collection of news from around Henry County.

Comprehensive Transportation Plan

County commissioners voted on Tuesday, April 6, to hire Pond & Company to update the county’s comprehensive transportation plan (CTP). The company will complete the work for $624,998.

Henry County received $500,000 in federal funds towards the plan update. The county budgeted $125,000 to provide the requisite local match. Henry County is also asking the cities to contribute towards the plan update. Any amount received by the cities will reduce the county’s share.

The update will identify transportation projects for the county to implement — broken down into short, mid and long-range projects through the year 2050. The existing CTP is from 2016.

In addition, the plan includes a trails master plan. The trails plan will identify corridors for future trail projects. A third plan is concurrently underway regarding public transit.

Brannan Road subdivision

In December, I shared a first look at a proposed subdivision off Brannan Road. The Stockbridge city council approved the rezoning during its March 30 meeting.

The applicant, Neil Koelbl of Liberty Communities, requested a rezoning from RA (residential agricultural) to R-3 (single-family residential). The property consists of 73.71 +/- acres.

The city’s R-3 zoning district allows min. lot sizes of 12,000 square feet. The development will have an average lot size of 14,086 sq ft. In addition, all lots along Brannan Road will be a min. of 15,000 sq ft. The net density is 3.09 units per acre.

When first presented, the applicant was requesting 147 lots. In the final approval, the number of lots was reduced to 139. In addition, the applicant relocated the subdivision entrance away from Sprayberry Lane and modified the site plan. Zoning conditions require the following:

  • min. 2,500 square foot homes with all-brick exteriors and a two-car garage.
  • two amenity areas, to include a swimming pool, playground, two pavilions, bocce ball courts (or similar active rec facility), and fire pits.
  • 50-foot buffer around the property perimeter.

The applicant completed a traffic impact study (TIS) before the city council meeting. The TIS found Brannan Road can support the proposed development, and recommended left and right-hand turning lanes at the subdivision entrance.

Hampton Council Meeting

The Hampton city council meets on Tuesday, April 13, at 6:30 pm. The council will meet virtually following an outbreak of COVID-19 within city staff. Information how to view the meeting is on the city website (PDF link).

The council will consider the second and final reading to rezone 546 +/- acres south of Atlanta Motor Speedway. The property — accessible from Lower Woolsey Road — is seeking rezoning for mixed use development. Proposed uses include 5.29 million square feet of industrial space, 75,000 sq ft of commercial space and 300 apartments.

By comparison, the proposed industrial space is similar in size to the available warehouse space off Westridge Parkway in McDonough. Distribution centers off Westridge Pkwy have a combined square footage of 5.34 million sq ft.
