When Henry County voters head to the polls on November 5, they will be asked to renew the county’s local sales tax for capital projects. The SPLOST V program is estimated to collect $204 million over five years if approved.

An additional $3,676,206 is budgeted in commission district II for district wide major transportation projects.
Several major transportation projects proposed in SPLOST V depend on federal funding to be completed. Henry County has submitted an application for consideration to receive federal funding on the state route 81 widening, Rock Quarry Road widening, and constructing the north segment of McDonough Parkway. If awarded next spring, federal transportation dollars cover eighty percent of the phase costs with Henry County providing the remaining twenty percent via a local match.
Plans to build a bypass around the McDonough Square started in the late 1990’s. The McDonough Parkway will be completed if SPLOST V passes, subject to federal funding. The southwest segment connecting Henry Parkway and state route 20 is under construction now with additional funding included in SPLOST V to finish the project, and the north segment connecting US 23 / SR 42 and SR 155 recently completed right of way acquisition.
Two widening projects in the Fairview area represent eighty-five percent of the district V project list. The first, to widen West Village Parkway between Fairview Road and the Clayton County line, was designed and right of way has been purchased in SPLOST IV. The proposed SPLOST V project list includes construction funding. The second project, to widen Fairview Road between Home Depot and Patillo Road, would be a new project starting with design.
There are also four projects with funding included to start the design process, but not complete right of way acquisition or construction. These projects would depend on funding in a later program to be completed. Within this sub-category is one widening project, one new road, and two arterial improvement projects.
The state route 81 widening project (phase II) starts at Bethany Road where phase I ends and would continue building a four-lane highway to Keys Ferry Road. The project is included within Henry County’s application for federal funding. The Airline Road extension would design a new roadway connecting the intersections of state route 81 @ Old Jackson Road and Rodgers Road @ Airline Road. The new roadway would complete a north-south connector within Henry County if built.
The arterial improvement projects would study the roadway and design upgrades. These upgrades can include increasing the lane widths, rebuilding tight curves, or correcting vertical alignments. Design towards arterial improvements is budgeted for East Lake Road between SR 155 and Airline Road, and Snapping Shoals Road between North Ola Road and River Road.
