The Flippen Road Extension Can Now Start Construction

Motorists dropping their kids off at the Dutchtown schools can look forward to another option coming soon. Henry County commissioners approved the construction bid for the Flippen Road extension.

The Flippen Road extension will extend Flippen Road south from its current terminus. The new road will tie into the Dutchtown schools and Jonesboro Road.

Flippen Road Extension

The idea for the Flippen Road extension dates back to the 1960s, according to area residents. Henry County included the project among its SPLOST V project list in 2019. Now, a project seven decades old will move forward. Henry County approved its construction bid during the April 9 meeting.

The county accepted bids for the project in March 2024. Seven contractors responded. The low bid was by Southeastern Site Development of Newnan, GA. Their cost was $5,793,224.55.

The new roadway is 0.754 miles in length. There will be a new bridge over Walnut Creek. In addition, there’s a connector road between the roundabout in front of Dutchtown Middle and the new road. Finally, the road will tie into Jonesboro Road at North Mt. Carmel Road. The company will have 540 days, or 18 months, to build the new road.

The county hired a design firm for the project in November 2020. Heath & Lineback Engineers, Inc. of Marietta completed the design work for $284,650. Design and right of way costs totaled $1.3 million.

The original project budget was $3.5 million. To pay for the difference, Henry County approved a budget amendment worth $4.6 million. The county intends to use SPLOST V excess collections to cover this amendment. So far, the county has encumbered $43.2 million dollars in excess collections. The SPLOST V program reached its original estimated collections in January 2024. Remaining collections this year will fall into excess collections.
