
Land owners on Patrick Henry Parkway are seeking annexation into Stockbridge to build apartments. Henry County has objected to the annexation.
The county’s objection does not stop the annexation. Instead, it allows the county and city to further discuss the proposal. Whether to annex properties is ultimately the city council’s decision.
Apartments on Patrick Henry Pkwy
The property in question has twenty acres. It is located between Patrick Henry Parkway and I-75. The Eagles Landing Office Park is across the street. The land owner / developer has applied to annex into Stockbridge. Concurrently, they are applying for a rezoning to build apartments.
Limited information is available about the proposed apartments. Waypoint Residential of Atlanta, GA is the project developer. They are proposing 324 units in eight buildings. Seven of the buildings would have 36 units each. This would likely be three-story buildings. The main building would house 72 units, the leasing office and limited retail space. The proposed retail space measures 5,000 square feet. Amenities visible on the project site plan include a pool and dog park.
County’s Objection
Henry County commissioners objected to the annexation at their November 7 meeting. The county can object if they believe the annexation will cause an increased burden on county services or infrastructure. They objected based on additional demand new apartments would create on county fire services.
Because Henry County objected, Georgia annexation law calls for county staff to notify the city and Georgia DCA. If necessary, Georgia DCA can assemble a panel to review the county’s objection. The panel would then decide whether the county’s objection is valid, and if so, they can assign conditions on the property’s annexation.
One factor the panel would consider is the county’s future land use map. They review whether the proposed development is consistent with the county’s plan. The county’s comp plan calls for high-density mixed use on Patrick Henry Parkway. The proposed apartments would fall within this category.
Nearby Developments
Two other projects are within the vicinity. A new senior apartments project has started land clearing at 2555 Patrick Henry Pkwy. This is located to the immediate north of the currently-proposed apartments. The senior living will build 190 units in a 4-story building.
Further south, another proposed apartments project is next to Encompass. They too are asking for annexation into Stockbridge. The city council is scheduled to consider the case in December.
