In today’s Henry Minutes, I cover the bid award for Mill Road at Mt. Carmel Road, Henry County purchased fifty new police cars and the board received an update on transportation SPLOST. Henry Minutes is a collection of news from around Henry County.

Mill Road at Mt. Carmel Road

On Tuesday morning, March 9, Henry County commissioners awarded the construction bid for a new roundabout in district two. The project is at the intersection of Mill Road and Mt. Carmel Road.

The county awarded the construction contract to McLeRoy, Inc. of Zebulon, GA. The company submitted a low bid of $1,597,848.55. The contractor has 240 days from the notice to proceed to reach substantial completion on the project.

Henry County hired VHB, Inc. of Atlanta, GA in March 2019 for project design. Afterwards, the county bought the extra right of way for the project.

SPLOST IV collections fund the project. The total project budget equals $2.21 million.

New Police Cars

Also on Tuesday morning, March 9, the board approved the purchase of fifty (50) new police cars. The county’s last major purchase of police cars occurred in September 2019.

The county used the statewide contract with Wade Ford of Smyrna, GA for the purchase. The total cost is $2,589,395.00. The cost includes lighting, decals and most equipment. In the subsequent agenda item, the county bought the remaining equipment — fifty (50) two-way radios — for $241,435.

SPLOST V funds and capital project funds are covering the vehicles cost.

Transportation SPLOST

Not to be confused with education SPLOST on the ballot next week, the county commissioners heard from staff an update on transportation SPLOST. County commissioners are targeting November 2021 to place T-SPLOST on the ballot.

Before voters can weigh-in at the ballot box, the county and four cities must first work together on a possible intergovernmental agreement. Without an IGA, state law limits the county to asking for 0.75 cents in new sales tax. If the parties have an agreement, then Henry County can ask voters for a full penny on the dollar.

The IGA must be approved no later than July 28, 2021. Henry County is targeting mid-June to approve an IGA.

County Manager Cheri Hobson-Matthews shared county staff will be meeting with each district commissioner to discuss possible projects. More details about possible projects should emerge in the next few months.
