Board approves new Fairview park, sidewalks

The Henry County Board of Commissioners approved two contracts for park improvements in Fairview during their meeting on January 20, 2021. Earlier in the month, the board awarded a separate contract towards design services for Fairview Road sidewalks.

New Fairview Park

The board awarded a contract to J.R. Bowman Construction Co., Inc. of McDonough, GA for design / build services for a new park. The project is located at the corner of Fairview Road and Panola Road. Henry County purchased the property in October 2018 for a public safety campus and county satellite offices. In September 2020, the board awarded a contract — also to J.R. Bowman Construction — for a police precinct and rebuilt fire station at the location.

The contract for design / build services is valued at $2,608,247.00. The cost of additional items, such as field lights and scoreboards / bleachers, brings the total cost to $3 million dollars. The project plans to construct two multipurpose sports fields, a concession / restroom building, and parking. Plans also include 10’ wide asphalt walking paths throughout the park.

Commission district V budgeted $1 million dollars for park improvements in the SPLOST V program. In order to fund the project, the board approved a budget amendment valued at two million dollars from the West Village Parkway widening project. The widening project is under construction.

Hidden Valley Park

The board also awarded a contract for a new concession building / restrooms at Hidden Valley Park. The building will replace an existing building. Henry County awarded the contract to CXT Incorporated of Spokane Valley, WA for $148,412.05. The project is funded through capital project financing.

In December, the board awarded a bid for additional improvements at Hidden Valley Park. The project includes new pickleball courts and renovations to the existing tennis courts. The contract is also funded through capital projects.

Fairview Road Sidewalks

Earlier in January, the board awarded a design contract for sidewalks on Fairview Road. The project extends from Village Park to the DeKalb County line and plans to construct an 8-foot wide path.

The county awarded the design contract, valued at $143,650, to Kimley-Horn of Atlanta, GA. SPLOST V collections will fund the design work. Because construction costs are unknown, the board approved the allotment of $3 million dollars from fund balance for the project. The board will consider a construction contract at a later date before work starts.

The design contract and use of fund balance passed 4-2. Commissioners Wilson and Barham voted in opposition.
