

On Tuesday, August 4, Henry County commissioners approved the borrowing of $47 million dollars for use in various capital projects. The bond sales are expected to close on August 18.
The bond sales are through two separate transactions: $30 million in general obligation bonds through SPLOST V, approved by voters last November, and $17.23 million in lease / purchase financing. The Henry County Judicial Center will be conveyed to ACCG as collateral for the lease / purchase agreement.
SPLOST V Bonds
The $30 million in SPLOST V bonds will be paid off through SPLOST sales tax collections, with final maturity in 2025. The funds are expected to be used to jumpstart certain transportation projects within the SPLOST V program.
Because county commissioners opted to designate level II projects, district transportation projects will not receive SPLOST V funds until after the first twenty percent of collections have been accrued. The bond funds will be the only SPLOST V dollars for transportation until this threshold is reached, estimated to occur in fall 2021.
The first transportation project to receive bond funds will be the widening of West Village Parkway in Fairview, funded by SPLOST IV and SPLOST V. Commissioners awarded a construction contract for the project last week.
A list of which transportation projects will receive the funds has not been distributed.
Lease / Purchase Agreement
The lease / purchase agreement with ACCG is part of the board’s $415 million capital improvement plan. Unlike the SPLOST bonds referenced above, because the financing is through a lease / purchase agreement, no voter referendum is required before Henry County can borrow the funds.
The bond repayment schedule has been structured to avoid increasing the county’s existing annual debt service obligation. Final repayment of the bonds is in 2040.
