The McDonough city council approved on Thursday night a concept plan to build apartments along highway 155 south of Postmaster Drive. The property was annexed into the city and rezoned in 2004 to the RM-75 (multifamily residential) zoning district. The present-day action was NOT a rezoning request and present-day council members could not prevent the construction of apartments on the property, only guide the development’s architectural standards and roadway layout.
The project plans to use thirty acres of the 77.50 acre tract to build 252 apartment units in eleven three-story buildings, referred to as the Hawks Landing apartment complex. The remaining acreage will be used for additional units and mixed use buildings at a later date.
The 2004 zoning conditions required the city council to review and approve a concept plan prior to the start of development. Last week’s 5-1 vote completes that action. Councilmember Craig Elrod voted against the plan maintaining concerns he shared a year ago about a second access point for public safety vehicles.
The development plans to include one entrance off highway 155 for public access, with a second access point potentially offered through a proposed development to the east of the property. That second project, entitled Symphony Park, would include 108 acres located south of the Publix at Lake Dow shopping center. A rezoning request has been submitted to the city to build a combination of single-family residential lots, townhomes, and apartments on the property.
Should Symphony Park not be approved or there be delays in its construction, a temporary gravel road would connect Hawks Landing to Cedar Road. This roadway would be for use by emergency vehicles only and not open to the general public. The Symphony Park rezoning request is expected to be presented to the city council in the upcoming one to two months.
