Henry County set to receive $11.6 million from TIP Solicitation

Earlier this year, Henry County submitted five road widening projects for consideration to receive federal funds. Those projects were:

1. Rock Quarry Road from Eagles Landing Parkway to SR 138,
2. State Route 81 from Postmaster Drive to Bethany Road,
3. East Atlanta Road from Fairview Road to Valley Hill Road & Patrick Henry Parkway from Eagles Landing Parkway to Jodeco Road,
4. Jodeco Road from Chambers Road to Hudson Bridge Road, and
5. Bill Gardner Parkway from I-75 southbound to SR 155.

In addition, the city of Stockbridge submitted the Rock Quarry Road extension from Valley Hill Road to SR 138.

The Atlanta Regional Commission performed technical analysis and review on the over 120 projects submitted by metro counties, and the results are now available in draft format for public comment.

Only two of Henry County’s projects were selected to receive funds. The projects were Rock Quarry Road and State Route 81. Both projects received right of way funds in year 2020 for a combined federal dollars total of $11.6 million. An additional $2.9 million of local funding will fulfill the 20% match requirement. The projects received design funding in the 2015 project solicitation and have been under design since that time.

It is anticipated that SPLOST V funds will be programmed to cover the local match, if SPLOST V is approved by voters in November 2019. If the renewal of SPLOST is not approved, the county annual budget will have to absorb the $2.9 million dollar match in order to keep the projects on schedule.

Also of interest on the next SPLOST project list will be to cover the 20% match to request federal dollars towards construction. The county can request construction federal funds as part of a future project solicitation, most likely in 2019. The most recent construction estimates from GDOT are $27.2 million for Rock Quarry Road and $18.4 million for State Route 81. This equals a combined $45.6 million dollars and would require a 20% match of $9.12 million.

Funding the $9.12 million dollar construction match, in addition to the $2.9 million dollar match for right of way, will be an important $12.2 million dollars out of SPLOST V. The project schedule is for construction to break ground in 2022.
