

The Hampton city council will conduct a public hearing and consider the first reading for the request on Tuesday, February 11, at 6 pm. Meetings are held at Hampton city hall.
Jim Chapman Communities, a major Atlanta-based developer of active adult communities, has submitted plans to build on 65 acres located off highway 20 in Hampton. The development is proposing two hundred fifty townhomes on fifty acres leaving fifteen acres for future commercial development.
The subject property is located south of highway 20 between South Hampton Road and East King Road. The applicant has applied for modifications to a master development plan to support their plans.
The developer plans to include several community amenities, including a 4,000 square foot clubhouse, swimming pool, tennis/ pickleball courts, community gardens and walking trails. Each townhome is projected to be a two bedroom / two bathroom one-story unit totaling 1,200 square feet. A one-car garage is also included.
No roadway access is proposed off state route 20. The applicant’s conceptual site plan depicts access for the townhome community off East King Road with a second emergency access point available via South Hampton Road. The future commercial development would front South Hampton.
The Henry County zoning advisory board, acting in its then-capacity as Hampton’s zoning advisory board, considered the request in September 2019 and recommended denial. Henry County planning staff, acting on the behalf of the city of Hampton, recommended approval with sixteen conditions.

Jim Chapman Communities was founded in 2005. Jim Chapman, the company’s namesake and CEO, was voted “55 Plus Builder of the Year†in 2018 by the National Association of Home Builders (NAHB).
Hampton appears to be the developer’s first project in south metro Atlanta following projects throughout north metro counties. Current projects cam be found in Cherokee, Cobb, Dawson, Forsyth, north Fulton, Gwinnett, and Hall Counties.
