
The Henry County Zoning Advisory Board next meets on Thursday, May 8, 2025, at 6:30 pm. Multifamily requests on Foster Drive and State Route 155 are on their May 2025 zoning agenda.
May 2025 Zoning Agenda
The zoning board meets at the county admin building in McDonough. The board’s role is to consider developers’ proposed projects. They can recommend to approve the project, approve with conditions, or recommend to deny a project. All rezoning requests will then go to the board of commissioners for a final decision.
The May 2025 agenda has the following items:
Rezoning Requests & Associated Cases
- NexMetro Development, LLC and HFG Development, LLC of Peachtree City, GA requests a rezoning from RA (Residential-Agricultural) to RM (Multifamily Residential) for property located on Foster Drive. The property consists of 35.97 +/- acres. It is located on the north side of Foster Drive across the street from The Rosemoor townhomes. The request is for a cluster home development.
NexMetro Development constructs build-to-rent communities known as Avilla Homes. “NexMetro has redefined the traditional housing market by combining the convenience of apartment living with the comforts of a single family home,” shares their website. They recently started construction on their first project in Henry County. It is located on Patrick Henry Parkway at Holloway Road. - Capstone Communities of Birmingham, AL requests a rezoning from PD (Planned Development) to RM (Residential Multifamily) for property located east of Highway 155 South and Prologis Park Road. This is located across the street from the Home Depot distribution center. The property consists of 28.99 +/- acres. The request is for a multifamily residential development.
In addition to the rezoning request, Capstone Communities has applied to amend the future land use map from industrial to urban residential. - J&P Synergy, LLC of McDonough, GA requests a rezoning from RA (Residential-Agricultural) to MU (Mixed Use) for property located at 1099 Airline Road. This is about 600’ south of Georgia 20. The property consists of 1.605 +/- acres. The request is for a residential transition to office space.
J&P Synergy has also applied to amend the future land use map from commercial to low-density mixed use.

Variance & Conditional Use Requests
On these requests, the zoning board’s decision is final. Variance and conditional use requests are only considered by the board of commissioners if the ZAB’s decision is appealed.
- Variance request – Allan and Hermalee Graham of McDonough, GA requests a variance for property located at 4304 Rolfe Court. The property consists of 0.322 +/- acres. The request is for relief from dimensional standards for accessory structures.
- Conditional Use Permit – Angela Hannan of Hampton, GA requests a conditional use for property located at 2063 Panola Road. The property consists of 5.760 +/- acres. The request is for a group home.
- Conditional Use Permit – Remigius Idaewor of Ellenwood, GA, requests a conditional use for property located at 585 Scarborough Road. The property consists of 0.573 +/- acres. The request is for a non-home occupation personal care home.
Because of the small nature of these requests, The Henry Reporter does not generally report on them. They are included here because they are on the zoning board agenda.
