BOC Sets Called Meeting for The Grove Mixed-Use Development

The Henry County BOC has scheduled a called meeting on Tuesday, March 18, to consider The Grove. The mixed-use project, likely the largest in county history, is proposing over 7,000 housing units off US Highway 19 / 41.

BOC Called Meeting on March 18

The BOC called meeting will be on Tuesday, March 18, at 4 pm. The meeting is at the county office at 140 Henry Parkway in McDonough. The board’s regular meeting will follow at 6:30 pm.

The Grove, being proposed by Geosam Capital, would cover 1,277 acres located between Hampton and Lovejoy. The project contains 7,160 housing units and retail space. The project’s build-out time, if approved, is an estimated 25 to 40 years.

An overview of the project includes the following:

  • 3,400 single family units, including homes, townhomes and age-restricted homes,
  • 3,760 apartments
  • 7,160 total units
  • 2 million+ square feet of commercial
  • Mixed-use village center
  • 180 room full-service hotel
  • 150 acres of open space
  • 7 acres dedicated for civic use (police, fire)
  • 8 miles of trails
  • 35 pocket parks
  • 6 amenity areas

The zoning advisory board considered the request in January 2025. They recommended denial of the project.

Two Parts to the Request

The developer is requesting to rezone the property. Right now, the land has various zoning districts. They are requesting to rezone the property to mixed use (MU) zoning.

In addition, the developer is requesting an amendment to the county's Unified Land Development Code. The ULDC amendment would apply to the use of development agreements within the watershed protection district. Because of the project size, the developer is proposing they and Henry County enter into a development agreement. This agreement would govern the project in place of zoning conditions.

The board of commissioners will consider both items during the called meeting.
