
During its January meeting, the Henry County Water Authority (HCWA) Board of Directors selected officers for 2025. They also welcomed a new member to the group. The board is appointed by the Henry County BOC to govern the authority.
HCWA Board Officers 2025
Warren Holder, who represents district 1, was selected by his fellow board members to continue service as chairman, while Myra Lott, representing district 5, was selected as vice-chair. Richard J. Sylvia, Jr., representing district 2, was selected as secretary-treasurer.
In addition, the HCWA board welcomed its newest member, Mr. John Blount, who was appointed to serve district 4 by newly elected Henry County Commissioner Michael Price. Also serving on the HCWA Board this year representing district 3 is Lindsey McGarity. Lastly, Fred Mays rounds out the six-member authority board as the at-large member.
Finally, the HCWA board selected Karen Lake-Thompson to continue her service as authority clerk.
About the HCWA Board Members
Warren Holder joined the HCWA Board of Directors in January 2017, representing the citizens in Henry County’s district 1, following his appointment by District 1 Commissioner Johnny Wilson. He is a Henry County native and the owner of Warren Holder Equipment, LLC in downtown Locust Grove.
Myra Lott joined the HCWA Board of Directors in January 2023, following her appointment by District 5 Commissioner Kevin Lewis. She is a professional project and people manager, with over 30 years of experience in banking operations and implementations.
Richard Sylvia joined the HCWA board in summer 2024, after his appointment by District 2 Commissioner Neat Robinson to complete the unexpired term of former HCWA board member Bruce Holmes. He is a program management consultant for Talent Groups, based in Houston, Texas, where he provides strategic consulting services for a healthcare benefits provider company.
John Blount brings a wealth of public service and professional experience to the HCWA board. He is a licensed ordained minister who was previously the owner of his own trucking company. He also served the citizens of Stockbridge for eight years as a city council member, from 2016 thru 2023.
Lindsey McGarity joined the HCWA board as the district 3 member in March 2024. District 3 Commissioner Dee Anglyn appointed McGarity to fill the unexpired term of the late Jimmy Carter, former District 3 HCWA Board Member, who passed away in February 2024. He is the owner / producer of McGarity Insurance in McDonough.
Fred Mays joined the HCWA board in July 2021, following his appointment as the first member-at-large by Henry County Chair Carlotta Harrell. Mays has worked for the Georgia Bureau of Investigation (GBI) for more than 40 years, where he currently serves as director of Internal Affairs.
Monthly Board Meetings
The board meets monthly on the second Thursday of the month starting at 8:30 am. The meetings are at the HCWA headquarters, located at 1695 Highway 20 West in McDonough. Meetings are open to the public.
