Board Approved Contract to Pave Knight Drive in Union Grove

Henry County has approved the paving of Knight Drive. The road connects SR 155 and Crumbley Road in Union Grove. The project was part of the county’s SPLOST IV program. Total costs will be about $1.7 million.

Knight Drive

Henry County commissioners approved the paving contract at their September 17 meeting. The board’s approval was unanimous. They awarded it to Ryde Grading, Inc. of Tyrone, GA. The construction price was $1,267,481.55.

The county solicited bids for the project in August. They received ten bids to pave Knight Drive. Ryde Grading, Inc. was the low bidder.

Knight Drive measures about 0.37 miles in length. It runs between State Route 155 and Crumbley Road.

The project had a budget of $600 thousand. The board approved this funding in July 2020. Expenditures to date, such as engineering and right of way costs, were about $475 thousand. This left about $125 thousand in remaining funds.

To pay for the project’s construction, the board approved a SPLOST budget amendment. The budget amendment was valued at $1,142,702.89. The county sourced these funds from the following SPLOST IV accounts:

  • $32,756.93 – Right of Way and Easement Acquisition
  • $29,018.79 – Elliott Road
  • $1,080,927.17 – District 4 Resurfacing
  • Total: $1,142,702.89

Construction can start after the county finalizes the contract, and issues the notice to proceed to the contractor. This typically takes about six to eight weeks after the board approves it. The builder will have 300 days to complete the work once construction starts. Based on this timeframe, the road should be complete by fall 2025.

Utility Relocation Costs

In addition, the board approved utility relocation costs on September 17. Such costs include the following:

  • $188,231.64 – Henry County Water Authority
  • $15,412.66 – Snapping Shoals EMC
  • Total: $203,644.30

The Snapping Shoals EMC costs will be paid for by the project budget. The water authority costs will be paid for through debt savings under the 2021 bond refinancing. At the time, Henry County BOC and Henry County Water Authority approved to allocate half of the bond savings towards district-specific projects.
