
Forty acres along US Highway 19 / 41 is proposing to develop retail, fast food & office space. The land is located south of Hampton. It is on the Henry / Spalding County line.
The property in question has had C-1 commercial zoning since 1989. The land owner has applied to obtain C-3 commercial zoning.
US 19 / 41 Retail
Aenos Development Corp. of Long Island, New York has applied to rezone 40 acres. They are requesting C-3 (highway commercial) zoning. The C-3 zoning district is the most-intensive commercial zoning district. It allows the broadest range of commercial uses within unincorporated Henry County. By comparison, the current C-1 zoning has the least amount of permitted uses. Henry County approved rezoning the property to C-1 in February 1989.
The land owner previously proposed two distribution centers for the site in 2019. This request was subsequently withdrawn before the county commissioners decided on it.

The owner / developer is proposing to develop a variety of retail and office uses. Their site plan depicts buildings along US Highway 19 / 41 and Old Highway 3. The property has road frontage along both roadways. A new internal road within the property would connect between them.
On the site plan there are several buildings for retail and / or office ”flex space.” This space could be used by a variety of tenants depending on business interest. The plan also depicts a gas station and two fast-food restaurants. The service station and quick-service restaurants are along US Highway 19 / 41.
Staff Recommendation & Zoning Board Meeting
Henry County planning & zoning staff are recommending approval of the request. They have recommended six conditions. Among the conditions is a prohibition on certain business types. Those prohibitions include the following:
- Tattoo parlors and body piercing shops,
- vape and / or e-cigarette shops,
- laundromats, and
- automotive repair.
Finally, the property must follow the highway corridor overlay district. The overlay district requires higher development standards for building materials, landscaping & street trees, and sidewalks.
The Henry County Zoning Advisory Board will consider the request on Thursday, June 13. Their meeting starts at 6 pm. They meet at the Henry County Admin Building in McDonough. The board of commissioners must consider the request at a later date to make a final decision.
