The Jonesboro Road Master Plan is Now Accepting Proposals

Henry County is accepting proposals for the Jonesboro Road master plan. The proposed study would look at Jonesboro Road between Kelly Road / McDonough city limits and the Clayton County line. This includes the I-75 exit 221 exit.

Proposals are due to Henry County by August 29. Afterwards, county staff will review the proposals received then recommend a contract. The board of commissioners should consider a contract award this fall for the project.

Jonesboro Road Master Plan Accepting Proposals

Henry County commissioners approved in June to move forward with the study. The study was the request of Commissioner Vivian Thomas. Her district represents a portion of Jonesboro Road east of I-75 after the new districts took effect in January. Since then, she described being inundated with developers looking to build. This is in addition to several projects already under construction.

Following board approval to proceed forward, county staff have now put forth the request for proposals. The Jonesboro Road master plan would look at the following:

The chosen consultant will be responsible for researching and preparing a Master Plan for the Jonesboro Road corridor for the area of Jonesboro Road from the city limits of the City of McDonough in the east to the Clayton County line in the west, to include stakeholder engagement and input, viability, and implementation. The Master Plan shall also include the feasibility for potential Tax Allocation Districts (TAD) within / along the Master Plan area. The Master Plan shall include the feasibility for potential Community Improvement Districts (CID) within / along the Master Plan area. The Master Plan project shall include an infrastructure assessment specific to the Master Plan area as part of the Master Plan. Outreach to the respective property owners is essential and necessary for the success of this initiative. The Master Plan project shall include an amenities and landscape standards book, with exhibits, specific to the Master Plan area as part of the Master Plan.

In addition, the study should consider the following:

  1. Encourage mixed use within sites and buildings
  2. Limit single-use development within sites and buildings
  3. Create great public spaces and thoroughfares with well balanced, fiscally sound, infrastructure investments to promote reliable trips
  4. Encourage parking management strategies
  5. Ensure existing business and retail vitality to attract new businesses with community partners
  6. Function as a multimodal hub
  7. Enhancement and provision of new and/or improved pedestrian and cycle routes
  8. Enhancement and provision of new and/or improved public transportation options
  9. Protection and enhancement of aesthetic qualities, including beautification of streetscapes, etc.
  10. Ensuring that a high standard of development can be maintained
  11. Encourage transit-supportive infrastructure
  12. Integration with Henry County Transit Plan, Henry County Trails Plan, and the Henry County Transportation Plan policies

Consultants interested in performing the work have until Tuesday, August 29, to submit their proposals. Henry County staff typically take about 2–3 months to review proposals. The board of commissioners would then consider awarding a contract.
