
Mill Creek Residential, one of the country’s largest multifamily housing developers, is proposing a new rental townhome project on Strong Rock Parkway in Locust Grove. The applicant made an initial presentation about their request during the October 17 council meeting.
The proposed development consists of 211 units located on forty-seven acres. The land is located at the southern end of Strong Rock Parkway across the street from the school. The property requires a rezoning approval to allow for multifamily housing if the project is to move forward.
Strong Rock Parkway Townhomes
Mill Creek Residential is predominantly an apartments developer with extensive experience in mid-rise and urban apartment projects. However, the company recently launched a new brand that focuses on build-to-rent townhomes and single-family homes. Locust Grove appears to be the first Georgia location pitched for their new Amavi brand.
The proposed development consists of roughly 50% two and 50% three-bedroom units. The applicant estimates rental rates would average $2,300 per month for the units. The square footage of individual units would be between 1,100–1,600 square feet.
In addition to townhomes, the applicant is proposing two commercial outparcels. No specific end users have been identified at this time for the commercial tracts.
Rezoning Request
The property presently has a planned development (PD) zoning that allows for office use. The applicant is seeking a rezoning to allow for a planned development with townhomes. As part of the rezoning process for planned development, the applicant had to undergo a preliminary plan review. The council heard this plan review on October 17.
Following the plan review, the project can now go through the traditional public hearing. Its expected this public hearing will occur in November. Community members may speak for or against the project when that occurs. The council would vote at a later date whether to approve the proposed development.
