
Henry County approved a rezoning request for Mill Road apartments during the July board meeting. The project plans to build new apartments accompanied by commercial space and an outdoor plaza.
The forty-two acre property is located immediately south of Peachtree Peddler’s Flea Market. Lennar Multifamily Communities of Atlanta, GA was the applicant for the rezoning request.
Mill Road Apartments
The new apartment complex will include up to 324 units. Individual buildings will be of a modern finish with flat rooflines. In addition, some units will offer garages for covered parking. The development will include gated access for tenants.
There will be a 50/50 mixture of one and two-bedroom units. There shall be no three-bedroom units. This reduces the potential for school-age children to reside within the development, thus limiting the potential impact on local schools.
Community amenities shall include a swimming pool, club house, dog park and children’s playground. There will also be a walking trail.
One year ago, commissioners had a split vote when considering the development. Now, board members unanimously approved the request after the most recent revisions. The majority of revisions focused on the commercial space described below.
Commercial Space
In addition to the Mill Road apartments, the project has about ten acres for commercial development. The applicant presented a two-phase approach for this space.
During phase I, the applicant will develop the site infrastructure and courtyard. This includes items such as parking areas and landscaping. Phase I will support food trucks and other pop-up vendors to set-up on site. A small amphitheater and community green space are also part of the plans.
Following phase I, the second phase would include permanent construction of commercial buildings. Zoning conditions support neighborhood retail and office tenants for this space. The conditions also prohibit several business types such as gas stations or drive-thru restaurants.

Mill Road widening
Concurrent to this development, Henry County has an upcoming Mill Road widening project. Although the widening project only extends between Jonesboro Road and the flea market, it will help alleviate both existing traffic and trips generated by the new development.
Transportation SPLOST collections are paying for the widening project. County staff anticipate beginning right of way acquisition soon for the project. Construction could then start in mid to late 2023.
Finally, the county has another project that would continue widening Mill Road between the flea market and state route 81. Cost assistance to design this section of roadway was part of the county’s 2021 application for federal funds. The results of that application are not yet available.
