The County Adopts Kelleytown Moratorium for an Area Master Plan

The Henry County Board of Commissioners approved a moratorium in the Kelleytown area on Tuesday night. The moratorium is so the county can complete an area master plan.

Kelleytown Moratorium

The Kelleytown moratorium was an agenda walk-on item by District 3 Commissioner Dee Anglyn. The board adopted it at its February 25 meeting. The moratorium covers an area of about 8,960 acres. It is located in northeast Henry County.

The Kelleytown moratorium, shown in orange on the above map, covers Kelleytown Road, Crumbley Road, and the surrounding area. Its southern border is adjacent to the existing Timber Ridge moratorium shown in blue. The county passed the Timber Ridge moratorium last year for a similar master planning effort. Lastly, a third moratorium is in effect around Atlanta Motor Speedway and the Atlanta Speedway Airport.

The moratorium prohibits the acceptance of comp plan amendments, rezoning requests and land disturbance permit applications. It does not affect any existing applications. An area master plan can look at development standards and transportation projects, for example. Most of the Kelleytown Road corridor has existing subdivisions, so this area plan will likely look different than the previously mentioned Timber Ridge and airport plans. Those areas have more open land which may develop in the future.

District 3 Commissioner Anglyn, first elected in 2022, has spearheaded the area plans for the Timber Ridge and Kelleytown areas.
