Jonesboro Road Resurfacing
Moving Henry Forward previously reported on the award of federal funds to resurface Jonesboro Road in west Henry County. The project extends between Mt. Olive Road and the Clayton County line. Henry County is now accepting bids for the road work.
Bids are due to the county’s purchasing department before Friday, June 25, at 3 pm. The board should consider awarding a contract in July. The selected contractor will have 135 days to complete the project. The time starts when they receive the notice to proceed.
The project has an estimated cost of $2.8 million. Federal funds cover 80% of the costs, or $2.24 million. Henry County will cover the difference.
Apartments Moratorium
The McDonough city council approved a moratorium at their May meeting. The apartments moratorium prohibits city staff from accepting rezoning requests for the RM-75 zoning district. The council adopted the action on May 17.
The council has held previous discussions about revising the city’s development code for apartments. Presently, the city has witnessed an increase in requests for new apartment complexes. For example, there are plans for another apartment complex off South Point Blvd. Crest McDonough is in addition to the under-construction Columns at South Point.
The moratorium lasts through November 1, 2021. This allows city staff time to prepare proposed code revisions. Earlier this year, two possible options were presented: repealing the apartments zoning district for five years, or modifying it to encourage downtown projects only. Staff expect to revisit the topic in late summer.
Comprehensive Transportation Plan (CTP)
Henry County is undertaking an update to its comprehensive transportation plan (CTP). The CTP, last updated in 2016, provides a twenty-year blueprint for transportation projects within the county.
The board awarded the consultant contract in April and county staff recently held the plan kickoff meeting. Pond & Company of Peachtree Corners, GA is completing the update for $624,998. The Atlanta Regional Commission is funding 80% of the plan costs. The county and local cities are splitting the remaining costs.
In addition to the CTP update, Pond & Company will also develop a trails master plan for the county. Earlier this year, the county completed the first phase of the Panola Mountain Greenway Trail. The county is concurrently planning phase II, and the master plan will identify other trail projects. The master plan will be complete by June 2022.
