BOC approves East Lake at Airline, district III design contracts

The Henry County Board of Commissioners approved design contracts for several transportation improvements as part of the consent agenda on December 1. The contracts include future improvements for East Lake Road at Airline Road.

The contracts are funded through SPLOST V collections. The local sales tax program was approved by voters in November 2019.

East Lake Road Improvements

A contract to design improvements for East Lake Road was awarded to Croy Engineering, LLC for $395,000. The contract includes four SPLOST projects that will be designed together with a construction contract for East Lake at Airline expected to proceed forward first out of the projects.

Design for the East Lake at Airline Road improvement will cost $96,500. A traffic study will determine whether a traffic signal or roundabout is the preferred improvement. The design to improve East Lake at Elliott Road will likewise cost $96,500.

A third intersection improvement, East Lake at Rowan Drive, will cost $88,500 to design. The widening of East Lake Road between state route 155 and state route 20 has a design cost of $113,500.

Only East Lake at Airline Road is fully funded in SPLOST V. Budgeted funding equals $2,559,670 split 50 / 50 between commission districts III and IV.

$400,000 is budgeted for East Lake Road and $250,000 each is budgeted for the two remaining intersections. All costs are split between the two districts.

Additional funding will be required before the latter projects proceed forward. The widening of East Lake Road has been estimated at $30 million dollars.

District III Intersections

The consent agenda also included design contracts for three intersections in commission district III. Budgeted funds for each intersection are $250,000 — sufficient for design and some right of way acquisition.

American Engineers, Inc. of Kennesaw, GA submitted the lowest bid out of the county’s pre-qualified firms for two intersections:

  • SR 81 at Upchurch Road – $120,000
  • Airline Road at McGarity Road – $95,000

The design for improvements at SR 81 and Upchurch Road will require coordination with Georgia Department of Transportation.

Finally, Falcon Design Consultants was awarded a bid to design improvements for North Ola Road at Snapping Shoals Road. The bid was $95,000.

Design bids are in progress for two major transportation projects in district III — the extension of Airline Road to state route 81 and improvements on Snapping Shoals Road between North Ola Road and River Road.
