The board of commissioners are scheduled to consider a request to modify zoning conditions for the under-construction subdivision off Walker Drive in commission district II. The new subdivision is being developed by General Holdings Unlimited, LLC of Monroe, GA.
The November 17 meeting of the BOC was cancelled due to a positive COVID-19 test result by a member of key county staff. The public hearing will be rescheduled for a later date.
The subject property is zoned PD (planned development), first zoned as part of a larger tract of land in 1993 for a theme park, and later modified in 2006 for residential use subject to the conditions of a consent order agreement. Minimum lot sizes are 10,890 square feet or one-quarter acre.
The applicant has requested a modification of zoning conditions as they relate to the required amenities area for the subdivision. The applicant is requesting to install a splash pad in lieu of the currently required Junior Olympic sized swimming pool.
Planning staff have recommended denial of the applicant’s request.
About the Subdivision
Southern Hills phase I is under construction and will include 178 homes when finished. A second phase, planned north of the flood plain on the property, has 130 lots for a total of 308. The net density of the development is 1.68 units per acre.
The 233.0 +/- acre property includes 49.19 acres of preserved conservation space, slightly more than the 47.2 acres required by zoning conditions. Two entrances are planned off Walker Drive and appropriate turning lanes will be constructed at each.
Eighty percent of one-story homes are required to have a minimum square footage of 2,000 heated square feet, with eighty percent of two-story homes requiring a minimum of 2,200 heated sq ft. The remaining twenty percent of one-story homes may have a minimum of 1,800 heated square feet and 2,000 square feet for two-story homes. All sides must consist of brick, stone or stucco or a combination of cement fiberboard, brick, stone and stucco. Two-car garages are required.
Zoning conditions require the installation of a twenty foot landscaped buffer on the perimeter of the property and the construction of sidewalks on both sides of interior streets and the property’s frontage on Walker Drive. A multi-use trail, measuring eight feet in width, shall be provided throughout the site. Streetlights are required.
