The board of commissioners have scheduled a joint meeting with the four cities for Tuesday, June 30, at 6:00 pm. The purpose of the meeting is to discuss the board’s plan for a transportation SPLOST referendum this November.
The meeting will be held at the Henry County Administration Building located on Henry Parkway in McDonough. Limited seating is expected to comply with social distancing requirements.
State law requires an intergovernmental agreement be reached between the county and cities if the board plans to ask voters for a full one-penny increase in the local sales tax rate—a document the board decided to forego during last year’s SPLOST V negotiations. Without an IGA, the county is capped to asking voters for an increase of 0.75 cents.
If no IGA is reached, the potential collections from a transportation SPLOST would be divided between Henry County and the four cities. The funds would be divided proportional to the amount of transportation expenditures by each local government in the most recent three (3) fiscal years.
The decision to pursue a transportation SPLOST came unexpectedly during a June 10 BOC workshop. In a press release issued by Henry County, revenue projections are $204 million for a five-year one-penny sales tax or $155 million for five years at 0.75 cents.
State law requires the T-SPLOST referendum to be called at least ninety days before the election if the ballot question occurs during a federal election. This deadline is August 5.
