The McDonough city council approved their project list for the upcoming SPLOST V referendum on Monday, August 19. The project list allocates over eighty percent of the city’s estimated allocation to public safety and transportation projects.

Because Henry County opted to select level two projects and forego the intergovernmental agreement, McDonough and other cities within the county will not receive any SPLOST proceeds until twenty percent of overall estimated revenues are collected by Henry County. McDonough staff estimate this will take sixteen to eighteen months of collections to complete.

If SPLOST V is approved, municipal SPLOST collections are not expected to start until fall 2021. Projects planned by McDonough and other cities could not start until that time.

Additionally, because Henry County selected to pursue a five year SPLOST, instead of the six year program allowed under an IGA, McDonough’s estimated share of proceeds has been reduced.

The below chart is a comparison to show in which project categories McDonough reduced their project list. City staff maintained the overall breakdown by percentage as best as possible.

Project CategoryPreliminary BudgetFinal Budget
Community Development Facilities$2,650,000$2,450,000
Recreation Facilities$880,000$830,000
Public Safety Facilities$6,300,000$4,850,000
Transportation Improvements$17,600,000$10,100,000
Public Works Facilities$250,000$250,000
Total$27,680,000$18,480,000

Major projects planned by the city of McDonough include a new fire station on McDonough Parkway ($2.6 million), intersection improvement projects along Bridges Road ($2.7 million), and a community center ($1.5 million). The project list also allocates $4 million for road maintenance, $1.5 million for public safety vehicles, and $1.1 million for sidewalks.

The full project list is available on the city website.
