Board Hires Consultant for Henry County Comprehensive Strategic Plan

Henry County is engaging an outside consultant to prepare a comprehensive strategic plan. County management shared the plan will document the county’s long-term vision, with opportunities for public participation during its preparation.

K.L Scott and Associates, LLC of Atlanta will complete the plan at a cost of $395,772. They estimate the plan will be complete by September 2025.

Henry County Comprehensive Strategic Plan

Henry County requested proposals from interested vendors in December to complete the county’s comprehensive strategic plan. The county received one proposal from K.L. Scott and Associates, LLC. According to their website, the company is a management and information technology (IT) consulting firm. They founded in 2013. Past clients include various federal agencies, state and local governments.

“This is critical for the future of Henry County,” shared Deputy County Manager Kevin Johnson. “We speak often about what our vision is, what our goals are as a county. This is going to be an opportunity for us to lay a roadmap for the next 25-30 years. It’s going to give clear objectives what our priorities are. It’s going to decide how we allocate our budget, and what the future looks like as we develop and grow this county. We’re excited about it. We want to move forward with this, and we think its going to have a huge impact for Henry County employees and residents.”

”This is going to be heavily involving our citizens,” Johnson continued. “There’s going to be multiple meetings and surveys. They are going to find out input from Henry County citizens and what they want to see in the future as well. We’re getting information from stakeholders, citizens and the vision from the board. We are excited to move forward if approved.”

The board unanimously approved the contract on January 21.

About the Plan

The Henry County comprehensive strategic plan will complete the following tasks:

  1. Public Engagement
  2. Online Engagement
  3. Drafting the Plan
  4. Finalization and Adoption

According to the draft project schedule, public meetings will be in March. The Henry Reporter will share updates how residents can participate when more details become available.

Board Member Comments

District 1 Commissioner Johnny Wilson asked if the county will have town halls in each district. Staff expressed yes, the plan is to touch every district when collecting feedback. District 2 Commissioner Neat Robinson echoed Wilson’s question.

District 3 Commissioner Dee Anglyn asked “what does the process look like for updates and changes?” “The update process never stops; this is a 15-20 year commitment,” replied Johnson. He continued the board will consider an annual review of the plan, and adopt it annually, to remain aligned to it.

“We are expecting some extensive information and work commitment by the company,” remarked District 4 Commissioner Michael Price. “I am grateful for the commitment we found this company whose with us for the long-haul.”

District 5 Commissioner Kevin Lewis asked about the funding. Unallocated professional services funding out of the county’s FY 2024-25 budget will pay for the plan.
