Upcoming Springs Apartments Request a Waiver on Impact Fees

An upcoming apartments complex in Locust Grove has requested a waiver of its development impact fees. The developer cited the cost of road improvements they are making in their application.

The new apartments are off Price Drive. The property owner obtained zoning approval in 2022.

Springs Apartments Impact Fees

Continental Properties of Wisconsin plans to construct the Springs at Locust Grove apartments. They are under contract to purchase thirty-one acres along Price Drive. The property is in the northeast quadrant of the I-75 exit 212 / Bill Gardner Parkway interchange.

Continental took over the project plans in 2023. A different developer, Tellus Properties, represented the property during the rezoning request. They walked away from the project based on the city’s zoning conditions. The conditions require improving Price Drive to a three-lane road with center turn-lane.

On June 13, Continental Properties DBA Continental 737 Fund, LLC submitted a formal request to Locust Grove for the city to waive their impact fees. The Springs apartments impact fees total $474,288 owed by the developer. In lieu of paying impact fees, Continental is requesting credit for their infrastructure costs. According to their request, the Price Drive road improvements will cost $1 million to build. In addition, they cited the cost at extending sewer service at $568 thousand.

The Locust Grove council must consider the developer’s request whether to waive impact fees. The council next meets on July 1. The council meets at the city public safety building.

About the Project

The upcoming apartments project contains 328 units in ten buildings. The unit breakdown includes 28 efficiency units, 136 one-bedroom units, 136 two-bedroom units and 28 three-bedroom units. The rental rates will range between $1,350 to $2,100 per month.

The company offered the below description of the project’s amenities:

To enhance the sense of place that this community will provide; several amenities are included within the site. Among the facilities is a community clubhouse which includes a community gathering room, 24-hour fitness center, kitchen, coffee bar, and resort style pool. During fair weather, the garage-style door in the fitness center can be opened to the pool deck for an open-air workout experience. The pool deck includes ample patio furniture with a lounge space, grilling area, and shaded seating. The clubhouse is also home to Continental’s premiere in-house community management team. Our management team offers resident-focused service that meets and exceeds resident expectations. The community also features picnic areas, a car care center, pet spa, pet playground, walking trail, pickleball court, bocce court, and various landscaped seating areas.
