County Celebrates the Topping-Out at Mt. Carmel Recreation Center

Henry County’s next recreation center is one step closer to completion, following the topping-out ceremony on April 29. The new Mt. Carmel Recreation Center is under construction in Hampton.

The Henry County SPLOST V program is paying for the new center. It will be complete in the first quarter of 2025.

Mt Carmel Recreation Center Topping Out

Henry County broke ground on the new recreation center in December 2023. Less than six months later, county officials gathered again to celebrate the venue’s topping out. A topping-out ceremony commemorates the end of vertical construction. Event attendees signed a steel beam. They then watched when workers hoisted the beam into position to complete the building frame.

Remaining work includes exterior walls and all interior work. When complete, the new 36,706 square foot venue will offer the following:

  • two full-size basketball courts,
  • locker rooms,
  • fitness area,
  • concessions area,
  • community meeting room,
  • three multi-purpose rooms, and
  • office space with a conference room and break room.

Cooper & Company of Cumming, GA is the project’s general contractor. The venue’s substantial completion date is in February 2025. Construction costs are $15.5 million dollars, paid for by SPLOST V. The total project budget is $16.8 million.

The new venue is at North Mt. Carmel Park in Hampton. The park is home to the county’s soccer fields. In addition, there’s a dog park and large children’s playground.

What They’re Saying

County commissioners shared their optimism for the new recreation center. Commissioner Kevin Lewis, in whose district the venue is located, shared ”all of the citizens in Henry County are going to be able to enjoy this beautiful facility.” Chair Harrell continued ”this is for our citizens throughout the county no matter where they live… I look forward to being able to cut the ribbon soon.”

Finally, county staff thanked the voters for their support of SPLOST. “This project would not be happening if the citizens did not vote for SPLOST… The kids are going to enjoy this,” said Public Works Director Roque Romero. County Manager Cheri Hobson-Matthews closed by committing to deliver projects ahead of schedule, on-time and under budget. Staff shared the new recreation center is presently both ahead of schedule and under budget.
