The County & Cities Look to Resurface Two Major Roads

Henry County is partnering with two cities to resurface two major roads. They are asking for federal funds to resurface Eagles Landing Parkway and Jonesboro Road.

The partnerships are with Stockbridge and McDonough, respectively. It could be late 2024 or possibly into 2025 before the county learns whether it receives the grant funds.

Resurface Eagles Landing Parkway & Jonesboro Road

Eagles Landing Parkway and Jonesboro Road are both major highways through central Henry County. They were widened to four lanes, and in some areas to six lanes, in the 2000s. They have not seen resurfacing since then. Now, Henry County is looking for assistance from the federal government to pay for resurfacing.

Every two to three years, the Atlanta Regional Commission places a call for projects. This allows counties and cities to apply for federal transportation dollars. The ARC has recently opened applications for the spring 2024 solicitation. Applications are due by May 6, 2024. Henry County plans to submit applications for several projects, to include resurfacing Eagles Landing Parkway and Jonesboro Road, during this window.

Specifically, the resurfacing work includes the following sections:

  • Eagles Landing Parkway between Jodeco Road and state route 155, to include those sections known as Hudson Bridge Road and East Lake Parkway, at an estimated cost of $10 million dollars, and
  • Jonesboro Road from Interstate 75 to west of the Doris Street roundabout, at an estimated cost of $5 million dollars.

Local Cost-Share

If the Atlanta Regional Commission selects these projects to receive federal funds, then the federal government would pay for 80% of the work. The local governments would pay the remaining 20%. Henry County and each respective city would share in these costs. The cost-share is based on how much of each road is inside the city versus unincorporated Henry County. Project costs would be as follows:

  • Eagles Landing Parkway – Henry County (60%) $1.2 million and Stockbridge (40%) $800 thousand.
  • Jonesboro Road – Henry County (64%) $640 thousand and McDonough (36%) $360 thousand.

The Stockbridge council has approved an agreement for the Eagles Landing Parkway project. This agreement outlines their share of the costs along with the county. The McDonough council similarly approved an agreement for Jonesboro Road. The cities’ contributions are dependent on their respective project being selected for federal funds.

Next Steps

The Henry County Board of Commissioners must approve the project applications before county staff can submit them. The board should consider these applications at an upcoming meeting. In addition to road resurfacing, the county typically includes road widening projects as well. More details to follow after the board adopts its project list.
