Flippen Road project proposes over 1,300 units in Stockbridge

Vista Residential Partners is planning to capitalize on a 2019 rezoning to build over 1,300 new housing units in Stockbridge. Reeves Creek Vista will be a master-planned development on nearly 300 acres off Flippen Road.

In November 2019, Henry County approved a major rezoning request that contemplated a convention center, office towers and over 1,600 housing units. Vista Realty purchased the property in fall 2021 to develop the residential uses on the land.

Reeves Creek Vista

Reeves Creek Vista will be located on the west side of Flippen Road between Walt Stephens Road and SR 138. The 300-acre property has close to one mile of frontage on I-75.

Vista Residential Partners is seeking annexation of the land into Stockbridge city limits. They are also asking for a rezoning to align with Stockbridge zoning districts. Presently, the land has a mixed use zoning in unincorporated Henry County.

Reeves Creek Vista proposes to construct 900 apartments within the project. There will also be a mixture of townhomes and single-family detached housing for a total of 1,341 units. By comparison, the 2019 zoning allows for 800 apartments, 412 townhomes or single-family homes and 431 senior living units. A copy of the updated project site plan is not currently available.

Multifamily housing will be the first phase of development subject to zoning approval. The applicant estimates complete build-out of the development by year 2027.

Development of Regional Impact Review

Because of the project size, it must undergo a development of regional impact (DRI) review. The DRI review allows the state to make comments regarding transportation access on projects likely to cause significant roadway impacts. The DRI review also considers any environmental concerns, such as the property’s location on Reeves Creek.

The city of Stockbridge filed an initial application on August 29 to start the DRI review. The applicant / developer must complete a traffic impact study before the state will complete the DRI review. The review process typically lasts 4–6 months. The city council cannot consider action on the request until the review is complete.
