
Two local cities will hold council meetings this week. The Locust Grove city council meets on Monday, June 7, at 6 pm. Then, the Hampton city council meets on Tuesday, June 8. Hampton has a public hearing starting at 6 pm followed by the regular meeting at 6:30 pm.
Locust Grove Council
The Locust Grove council meets at the city’s public safety building. The building beside city hall is off highway 42. Agenda items include votes on two rezoning requests. The council will also consider issuing a moratorium.
The city previously held public hearings for the rezoning requests in May. The first request proposes a new single-family subdivision on Bowden Street. Sunrise Builders, Inc. of Jonesboro, GA requested the change to R-3 zoning. The applicant seeks to build forty lots on 17.78 +/- acres. If the council approves the request, then the builder is proposing homes between 2,400 and 3,000 square feet.
Next, council members will vote whether to rezone 37.9 +/- acres off Marketplace Blvd. The project proposes 540 apartment units and commercial space. In addition, the city will decide a proposed code amendment. Presently, the city comprehensive plan supports apartments up to twenty units per acre near I-75 and Bill Gardner Parkway. Though the comp plan references the higher density, the city development code does not include a matching section. The proposed code amendment would bring city code in line with the comp plan.
Finally, the council will consider a six-month moratorium on new multifamily rezoning requests. The moratorium would provide time for Locust Grove to evaluate city code and adopt changes. The McDonough city council is also developing revisions to its multifamily zoning code.
Hampton Council
On Tuesday night, the Hampton council will hold their monthly meeting. To allow more space than city hall, council meetings occur at the Hampton Train Depot on East Main Street. The meeting includes a public hearing regarding 134 acres on Minter Drive.
Land owners on Minter Drive applied for annexation into Hampton city limits. They concurrently applied for rezoning to mixed use. The property — located off Highway 19 / 41 — includes Brown’s Christmas Tree Farm. The land is adjacent to city limits because of a 2019 annexation. The council annexed nearly 2,000 acres at the time.
The applicant, General Holdings Unlimited, LLC of Monroe, GA, is proposing a total of 713 housing units. The project includes the following:
- single-family detached homes,
- townhomes,
- apartments, and
- commercial / retail space.
Because of the project’s size and scope, it requires a development of regional (DRI) review. The DRI review considers the project’s impact on surrounding jurisdictions. Within metro Atlanta, the Atlanta Regional Commission administers the review process. The Hampton council cannot consider final action on the request before ARC completes the review.
The Hampton city council will consider first reading of the request on Tuesday. City staff will schedule the second reading when the DRI review is complete.
