Henry County commissioners approved a rezoning on Tuesday night that will allow for a new grocery store to be built in the Kelleytown community after numerous hearings on the request during the past year. The twenty-two acre property is located at the southeast corner of state route 155 and Kelleytown Road.
The mixed-use development will be anchored by a 48,000 square feet grocery store and include 18,000 square feet of space for auxiliary shops. There are three outparcels along highway 155 each measuring 1.11 acres. Finally, 6.97 acres is preserved for a future phase 2.
A pedestrian plaza measuring approximately 5,000 square feet has been incorporated into the project. The space will be built adjacent to the grocery store. The plaza will feature landscaping and sitting areas.
A point of major discussion when the request was previously presented has been sewer access requirements for the subject property. According to a lawyer representing the property owners, a majority of the required sewer line easements have been negotiated with two property owners representing four parcels yet to reach an agreement.
The subject property is located within the county’s highway corridor overlay district. The overlay district requires higher landscaping requirements and building exteriors than the minimums found within county code. Zoning conditions passed by the board for the project prohibit small-box discount stores and gas stations within the development.
The applicant, JWA Ventures of Montgomery, AL, estimates construction for phase 1 will start in early 2021 with a forecast opening during the first quarter of 2022. Construction for phase 2 is expected in 2022 with possible uses including an assisted living facility, medical office building(s), offices, or additional retail.
JWA Ventures is the applicant and developer for the under-construction Publix shopping center located at state route 81 and North Ola Road. That store is forecast to open in first quarter 2021.
