
Henry County has approved a construction contract to resurface Eagles Landing Parkway and other major roads within the county. The contract is part of three bids in progress for road resurfacing. SPLOST VI funds will pay for it.
Eagles Landing Parkway Resurfacing
Henry County accepted bids in April for the Eagles Landing Parkway resurfacing. The resurfacing will be from Jodeco Road to Springdale Road. This includes sections of Hudson Bridge Road as well as East Lake Parkway. In addition, the resurfacing contract covers three other roads: Flippen Road, Kelleytown Road and Keys Ferry Road.
The county received five bids. C.W. Matthews Contracting of Marietta, GA submitted the lowest bid. Their bid amount was $15,861,270.00. This breaks down to include the following amounts per district:
- District 1 Resurfacing $ 3,399,365.00
- District 2 Resurfacing $ 836,313.40
- District 3 Resurfacing $ 3,149,445.00
- District 4 Resurfacing $ 4,163,617.45
- District 5 Resurfacing $ 338,665.50
- Total County $11,887,406.35
Lastly, the city of Stockbridge will be responsible to contribute $3,973,863.65. That is based on the SPLOST VI intergovernmental agreement. The county and cities approved the IGA in summer 2024.
The board of commissioners approved the resurfacing contract at their May 6 meeting. The contractor will have 180 days from the notice to proceed to complete the work. It should be complete by the end of 2025.
About the Project

The county major roads resurfacing project includes the following roads:
- Flippen Road, 5.1 miles, from North Henry Blvd to end,
- Eagles Landing Parkway, 5.1 miles, to include sections of Hudson Bridge Road and East Lake Parkway between Jodeco Road and Springdale Road,
- Kelleytown Road, 5.5 miles, from State Route 155 to State Route 20, and
- Keys Ferry Road, 4.8 miles, from SR 81 to the Butts County line.
- Total 21 miles
The numbers correspond with the above project map.
The contract will complete full depth reclamation on Flippen, Kelleytown and Keys Ferry Road. This process, often abbreviated as FDR, will remove the existing soil underneath the roadway and add a gravel base. It is often the case that old county roads do not have a proper base underneath them. The FDR process is more expensive, but it significantly improves the quality and lifespan of the road’s asphalt when complete. An FDR road should last 12-15 years, according to previous presentations by county staff.
The Eagles Landing Parkway project will be milling and replacing the top asphalt material only. This corridor is all four or six lanes wide. Base layer work would have been part of the road widening in the late 2000s / early 2010s.
Other Resurfacing Projects
Henry County is presently accepting construction bids in the month of May for two other resurfacing contracts. They include the following:
- Districts 1 & 5, 79 roads or 33 miles, bids close May 14, and
- Districts 2, 4 & 5, 103 roads or 31 miles, bids close May 21.
The three projects altogether represent an expected spend of $50-55 million on road resurfacing. All three contracts will be paid for by SPLOST VI.
