Georgia DOT is hosting a virtual open house for proposed improvements along US 278 in Covington. The project would construct two new roundabouts, install a center median and improve pedestrian access.

US 278 Roundabouts in Covington
The state open house is to discuss two projects. Though separate, the projects would build at the same time. Right now, Georgia DOT estimates road work would start in 2028. Altogether, the two projects represent an estimated $20.8 million investment.
First, state project PI# 0017454 would construct the roadway improvements. This consists of the following features:
- Re-align the I-20 West entrance and exit ramp about 500’ east to a new roundabout on US 278,
- Install a new signalized Restricted Crossing U-turn (R-Cut) at US 278 and Turner Lake Road,
- Build a center median on US 278 between the I-20 West ramp and SR 81, a distance of about 3,300’, removing the existing two-way center left-turn lane,
- Maintain the existing traffic signal at US 278 and West Street, and
- Install a new two-lane roundabout at US 278 at SR 81.

The roadway improvements represent $14.7 million of the project’s costs. They are intended to address both roadway safety concerns and reduce delays. According to Georgia DOT, the corridor experienced 613 crashes from 2014 through 2018. This resulted in two fatal crashes, 14 severe injury crashes, 41 minor injury crashes, 110 complaint injury crashes, and 446 property damage only crashes.
In addition, the state expects the project to improve intersection traffic delay. Their models estimate reduced delays by about 60% during the morning rush hours and 37% in the evening rush hours for the project design year 2047. Georgia DOT uses a twenty-year forecast when modeling their road projects.
The project’s center median would eliminate the option for motorists to turn left into or out of adjacent businesses. Instead, motorists must make right-hand turns to enter or exit. The two roundabouts on either end would provide motorists with a U-turn option.
Pedestrian Improvements
Next, state project PI# 0018009 would improve pedestrian access. It would create and / or upgrade pedestrian and cyclist facilities using consistent sidewalks and multi-use paths throughout the corridor. The project also includes improved lighting, landscaping and signage. It has a cost estimate of $6.1 million.
